HomeMy WebLinkAboutBOARD MINUTES 10-10-89 188 MINUTES OF THE ADJ OURNED REGULAR BOARD MEETING OF THE DISTRICT BOARD OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT HELD ON OCTOBER 10, 1989 The District Board of the Central Contra Costa Sanitary District convened i n an adj ourned regul ar session at the Concord Hil ton, 1970 Oi amond Boul evard, Concord, County of Contra Costa, State of Californi a, at 6:30 p.m. on October 10, 1989, for a joint meeting of Contra Costa County sanitary, sanitation, and water districts. ,I .. t..- The Secretary of the District noted the attendance of the following Board Members: I. ATTENDANCE PRESENT: Members: Boneysteele, Clausen, Carlson, Rainey ,ABSENT: Members: Dalton Member Dalton had indicated previously he would be unable to attend this meeting and requested that he be excused. II. INTRODUCTIONS The representatives from each sanitary, sanitation, district attending the meeting introduced themselves. and water III. DISQJSSION OF WATER REQAMATION President Rainey introduced Assemblyman William P. Baker who discussed Assembly Bill 680 which was to have been a study bill using the Highway 680 corridor to study the use of reclaimed water for irrigation. Assemblyman Baker reported that the Director of Caltrans supports the 'bill. Assemblyman Baker i ndi cated that he woul d conti nue to work for . passage of ,AB 680 and woul d support other uses of recl aimed water as well. Di scussi on foll owed concerni ng use of freeway ri ght-of-ways and markets for recycled materials. On behal f of those present, Prest dent Rai ney thanked Assemblyman Baker for his presentation and support of reclaimed water projects. IV. STATUS OF SOLID WASTE JPA Following a brief introduction by President Rainey, Mr. Roger J. Dolan, General Manager-Chief Engineer, described the background and circumstances leading to development of the proposed Solid Waste JPA. Mr. Paul Morsen, Deputy General Manager, reviewed the contents of the JPA. Mr. Morsen asked that districts who franchise garbage collection review the proposed Solid Waste JPA and submit comments by early November 1989. In the di scussi on that followed, Assemblyman Baker was questioned concerning the possibility of giving sanitary districts who franchise garbage collection a voice in voting on the County Solid Waste Management Plans. Assemblyman Baker indicated that he would look into the matter. V. DISQJSS FORMATION OF THE GROUP The formation of an affili ati on of sanitarylsanitation and water districts within Contra Costa County was discussed. There was a consensus of those present that there would be mutual benefit to such an affiliation. It was agreed that the group woul d meet on a quart~rly basis on the fourth Thursday of the month. It was agreed that each district would designate one Board or Councilmember and one staff member as their official representatives; other Board, Council, and staff members are welcome to attend the meetings. ;'.; 10,..1~O ~f$.9 189 VI. CONSIDER TIME, PLACE, AND AGENDA FOR NEXT MEETING The next meeting of the Contra Costa County sanitary/sanitation and water districts will be held on Thursday, January 25,1990. The business meeting will begin at 6:30 p.m. Dinner will follow for those who wish to stay. A chair will be elected at the next meeting. In addition, an update on the County Solid Waste Management Plan will be provided.
