In addressing the Board, speakers are requested to step to the podium and state their name and address for the record. The Board President may direct questions to any member of the audience as appropriate at any time during the meeting. All matters listed under the CONSENT CALENDAR are considered to be routine by the Board and will be enacted by one motion.There will be no separate discussion of these items unless requested by a Member of the Board or the public prior to the time the Board votes on the motion to adopt. ADDRESSING THE BOARD ON AN ITEM ON THE AGENDA Persons wishing to speak on PUBLIC HEARINGS and OTHER MATTERS listed on the agenda will be heard when the President calls for comments from the audience, except on public hearing items previously heard and closed to public comment.The President may specify the number of minutes each person will be permitted to speak based on the number of persons wishing to speak and the time available.After the public has commented,the item is closed to further public comment and brought to the Board for discussion and action. There is no further comment permitted from the audience unless invited by the Board. ADDRESSING THE BOARD ON AN ITEM NOT ON THE AGENDA In accordance with state law, the Board is prohibited from discussing matters not calendared on the agenda. You may address the Board on any matters not listed on the agenda, and which are within its jurisdiction, under PUBLIC COMMENTS. Matters brought up which are not on the agenda may be referred to staff for action or calendared on a future agenda. AGENDA REPORTS Supporting material on agenda items is available for public review at the Reception Desk, 5019 Imhoff Place, Martinez, and on Central San's website at wwwcentralsan.ora. Not every agenda item is accompanied by written supporting material. Reports and information relating to agenda items distributed within 72 hours of the meeting to a majority of the Board are also available for public inspection at the Reception Desk and on the website. During the meeting, information and supporting materials are available in the Board Room. AMERICANS WITH DISABILITIES ACT In accordance with the Americans with Disabilities Act and state law, it is the policy of Central San to offer its public meetings in a manner that is readily accessible to everyone, including those with disabilities. This meeting is being held in accordance with the Brown Act as currently in effect under the State Emergency Services Act, the Governor's Emergency Declaration related to COVID-19, and the Governor's Executive Order N-29-20 issued on March 17, 2020 that allows attendance by Board Members, District staff, and the public to participate and conduct the meeting by teleconference, videoconference, or both. HOW TO PARTICIPATE IN THIS PUBLIC HEARING 2. Your voice counts. We want to ensure all District residents can safely share their input while observing public health guidelines. To that end, we're offering several options to participate: • Leave a voicemail before the meeting: Record comments by leaving a voicemail at (925) 229-7303. Voicemail comments must be received at least one hour prior to the meeting and will be read aloud during the meeting. • Send an email before or during the meeting: Please direct your email to Katie Young, Secretary of the District, at sod�_@centralsan.orc.Any comments will be read aloud at the meeting. • Join the Zoom meeting online: If you would like to join the Zoom meeting and provide verbal or written comments: • Please submit an online Speaker/Comment Card available at centralsan.org/elections before or during the meeting. Speaker cards help ensure an orderly process so that everyone has the opportunity to speak. You will be called upon to share your verbal comments during the meeting. Written comments will be read aloud. • Join the Zoom meeting online at -entralsan.org/meeting. • Observe the meeting online: All meetings will be Iivestreamed on our website at centralsan.org. Please note that the Iivestream does not offer the option to comment during the meeting. Receive presentation by demographer on the transition process from an at-large to a division-based election system and receive input from the community regarding boundaries and composition of divisions to be established for division-based elections pursuant to Elections Code Section 10010 (25-minute presentation by Justin Levitt of National Demographics Corporation) Recommendation: Hold public hearing to receive presentation and community input. OTHER BOARD ACTION ITEMS 4. General Board discussion on the public comment process for transitioning to division- based elections, and develop and provide direction to the demographer and staff on development of draft maps and future Board actions Recommendation: Provide direction to demographer and staff.
