RECOMMENDATION: Adopt the revised job classification description for Plant Operations Division Manager. FINANCIAL IMPACTS: None. ALTERNATIVES /CONSIDERATIONS: Do not adopt the changes, or modify as desired. BACKGROUND: At the time a position becomes vacant an opportunity is provided to review the job description, review the organization and recommend changes as needed or desired. Due to the upcoming retirement of the Plant Operations Division Manager, staff has reviewed the job description and is proposing some modifications to include additional responsibilities that are currently performed by the incumbent, as well as experience and education requirements that could be found in comparable positions with other public agencies. Since the Human Resources Committee did not meet in September, this matter is being sent directly to the Board without Committee review. HABoard \Position Papers \Modification of Job Descriptions - POD Manager 09- 15- 11.doc CENTRAL CONTRA COSTA SANITARY DISTRICT Effective: /15/11 Range: M -24 Respirator Class: 2 PLANT OPERATIONS DIVISION MANAGER DEFINITION Direct the operation and maintenance activities of a large advanced water pollution control facility; perform related work as required. DISTINGUISHING CHARACTERISTICS This class is distinguished from the Director of Plant Operations in that the latter has full responsibility for all departmental activities and functions. This class is distinguished from the superintendent level in that the latter has responsibility for section functions. The use of respiratory equipment [including self- contained breathing apparatus (S.C.B.A.)] may be required for this position. Therefore, the Plant Operations Division Manager will be required to be free of facial hair that would interfere with the use of a respirator for annual fit tests and for any occasion, which requires the use of respiratory equipment to comply with the District's respiratory program and Cal /OSHA standards. SUPERVISION RECEIVED AND EXERCISED Receive general direction from the Director of Plant Operations. Exercise direct and general supervision over professional and technical personnel in the Plant Operations and Maintenance Divisions. EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Plan, direct, and coordinate the operation and maintenance of a large advanced water pollution control facility. Provide professional engineering expertise in planning, organizing, directing, and coordinating the maintenance of a large water pollution control facility; investigate field conditions and recommend solutions to engineering problems; and direct modifications to wastewater treatment equipment. Direct the operation, preventive maintenance, and repair of the direct digital control system including mainframe computer and field microprocessors. Plan and direct the modification of software, computer, microprocessors, and field instrumentation for more efficient, reliable, and economical plant operation. Plan and direct the maintenance, preventive maintenance, and repair of the instrumentation and repair of computer systems common to a modern water pollution control facility. Prepare engineering studies and reports; review and study maintenance procedures to improve efficiency and reduce costs. Interpret implement and integrate regulatory requirements such as the Clean Water Act Clean Air Act and others into the process control system, day -to -day routine operations of the plant maintenance procedures and laboratory support of the various permits. Analyze and maintain records on operating conditions. Direct modifications of the treatment processes with the technical advice and recommendations of the laboratory; develop emergency and contingency plans and be responsible for their implementation in the event of failure or unusual operating conditions. Develop safety procedures and be responsible for their implementation to ensure compliance with all Cal /OSHA requirements.. Participate in the selection of train motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees on performance issues; oversee the development of standard operating procedures; implement discipline and termination procedures in collaboration with Human Resources. Prepare division budgets for the department director and monitor the division expenditures; review construction plans and specifications for compatibility with division goals and objectives. Participate in District -level planning in matters, which affect plant operations and maintenance. CENTRAL CONTRA COSTA SANITARY DISTRICT Plant Operations Division Manager (Continued) Set priorities for Maintenance Division work orders in cases where effluent quality, reliability of operation, equipment problems or plant safety is involved. Act on behalf of the Director of Plant Operations as required. Perform related duties as required. MINIMUM QUALIFICATIONS Knowledge of: Engineering principles, methods, and practices as applied to the design, operation and maintenance of a wide variety of wastewater treatment processes. Water chemistry, sanitary engineering microbiology, sedimentation theory, laboratory analyses of water and wastewater, and instrumentation and computer applications common to a modern water pollution control facility. Fundamentals of applied research. Standard specifications and building codes. Principles of training and supervision. Modern integrated computer maintenance management systems. Ability to: On a continuous basis identify and analyze operating /maintenance problems, interpret drawings, know operation and maintenance techniques, observe activities, problem solve personnel problems, remember regulations, understand processes, and explain data, policies and procedures and take appropriate action. Sit at desk and in meetings for long periods of time on a continuous basis. Intermittently walk and climb stairs to tour plant, bend and squat to observe jobs, perform simple grasping, pushing and pulling, and fine manipulation; and lift or carry weight of 25 pounds or less; and for confined space entry, lift or carry weight of 50 pounds or less. Evaluate the results of laboratory experiments and studies. Ability to Effectively deal with complex budgets operations and other matters relating to administrative supervision of a major organizational unit. Oversee direct and coordinate the work of lower level staff. Develop work standards goals and objectives. Must be able to wear S.C.B.A. and perform confined space entry and emergency response duties in protective clothing and equipment including S.C.B.A. weighing 32 pounds. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience ,Ten years of increasingly responsible experience in plant process control or Deleted: Five engineering includinq at least five years of supervisory experience and knowledge of maintenance and operations techniques applicable to the District's wastewater treatment plant. A master's degree with an _ environmental focus js desirable.
