CENTRALSAN CENTRAL CONTRA COSTA SANITARY DISTRICT December 6, 2018 TO: HONORABLE BOARD OF DIRECTORS FROM: EMILY BARNETT, COMMUNICATIONS AND INTERGOVERNMENTAL RELATIONS MANAGER REVIEWED BY: PHIL LEIBER, DIRECTOR OF FINANCE AND ADMINISTRATION ANN SASAKI, DEPUTY GENERAL MANAGER ROGER S. BAILEY, GENERAL MANAGER SUBJECT: UPDATE ON RECENTLY PASSED SENATE BILL (SB) 212 PRODUCER RESPONSIBILITY LEGISLATION FOR UNWANTED MEDICATIONSAND NEEDLES COLLECTION As part of Central San's 2018 Priority Legislation, the Board strongly supported SB 212 that would place responsibility on producers of medications and needles to be responsible for the cost to properly dispose of those items. Central San has been a strong advocate in measures leading up to this Statewide bill including operating a successful 13-bin pharmaceutical collection program within the District's service area. Since 2009, Central San has collected over 126,000 pounds of unwanted medications. Additionally, Central San has been a supportive member agency of the California Product Stewardship Council (CPSC)which led the coalition to successfully pass SB 212. Attached is a detailed excerpt of a recent presentation from the CPSC which describes the legislation and timing for implementation (Attachment 1).
