CENTRAL SAN CENTRAL SAN BOARD OF DIRECTORS POSITION PAPER MEETING DATE: DECEMBER 6, 2018 SUBJECT: APPROVE THE GENERAL MANAGER'S REQUEST FORA LIMITED WAIVER TO DISCUSS, IN GENERAL WITH STAFF, ISSUES CONSIDERED IN CLOSED SESSION RELATED TO THE NEGOTIATION PROCESS AND THE GOALS OF CENTRAL SAN IN THE RECENTLY COMPLETED 2018 LABOR NEGOTIATIONS SUBMITTED BY: INITIATING DEPARTMENT: ANN K. SASAKI, DEPUTY GENERAL GM DEPUTY GENERAL MANAGER MANAGER Roger S. Bailey General Manager ISSUE Board authorization is required to allow the General Manager's request for a limited waiver to discuss, in general with staff, issues considered in Closed Session related to the negotiation process and the goals of Central San in the recently completed 2018 labor negotiations. BACKGROUND Central San has recently concluded negotiations with its three bargaining units; Public Employees Union, Local One; Management Support/Confidential Group; and the Management Group. On November 1, 2018, the Board ratified contracts with all three units. Since that time, the General Manager has attended monthly and quarterly staff Department and Divisional meetings to discuss current activities, including the concluded negotiations. As a part of those meetings, it has become clear that some employees are disappointed with the outcome of the negotiations. Some of this disappointment could be attributed to a misunderstanding of the negotiation process and goals of the Board. ALTERNATIVES/CONSIDERATIONS None. FINANCIAL IMPACTS None. COMMITTEE RECOMMENDATION This item was not reviewed by a Board Committee. RECOMMENDED BOARD ACTION Approve the General Manager's request for a limited waiver to discuss, in general with staff, issues considered in Closed Session related to the negotiation process and the goals of Central San in the recently completed 2018 labor negotiations.
